The only reasonable excuse I can think of for Flacco not throwing it out is him worrying one of the defenders was right behind him and in a position to knock it out. But he should have been able to see that it wasn't the case.

Flacco has been pretty good all year. Right now he is playing against the best defense in the league on the road. Most QBs aren't going to look very good in this spot.

I think it's a flag.

Not a flag b/c the play wasn't reviewable. He didn't change his mind, the refs told him the play wasn't reviewable. You can't review spots unless they resulted in a 1st down.

so on every non-first down a HC can throw a flag, give his defense time to rest & substitute while the refs tell him he can't do that?like i said, i feel like harbaugh should not be able to do that.
