If you're down 2 scores with 9 minutes left it changes your strategy and probably leaves you enough time to win.  If you're down one score (because of a failed 2 pt conversion late), you may not have enough time to do anything.  

How?  You just missed a 2 pointer and are down 9.  There's no guarantee you get the ball back with enough time for more than 1 score.  You can change your strategy all you want but if Rodgers ran a drive for 7 minutes of clock, even if it stayed a 9 point game, you only have 2 minutes left to make 2 scores.

And as it stands in this one, they tied the game now because they didn't go for 2 the first time.
