Are Willis and NaVarro just eating up all the tackle opportunities, or will Donte Whitner start to produce? Seems like a similar issue with TJ Ward this season.

This. couple that with a far improved offense and there are just not as many tackle ops for Whitner.

With no Willis this weekend, Whitner to get more tackle opportunities?? Thinking of picking him up to play over Chancellor.

Tough call. Both are facing teams that didn't provide much as far as tackle ops last week. Dallas's leading tackler from last week only put up 5-2 and Stl is starting Brandstater last I heard. Stl might just be forced to forcefeed SJax so tackle ops might be better for Kam. Hard to say though. Maybe one of the experts will chime in. I currently am starting Kam.
