I searched for this, but didn't find what I was looking for.

I'm planning on turning my local league (which has been a redraft, online draft since 1999) into a dynasty auction.

I'd like to see some links to rules documents for an auction dynasty league, as I'm fairly unfamiliar about what things need to be specified, and in particular, what types of auction setups work the best for the long term.

 
My initial thought was that everything should be kept under the salary cap.

i.e. a FA bid would need to fit under the max roster size and the salary cap, same with trades.

In subsequent years, you'd choose to keep any of your players you want subject to a x% increase in salary.

My main concern with this is how would it help bad teams get better? In a standard dynasty league, the worst team gets first shot at the new rookies. In this case, if the bad team is also bad with his salary cap, he could keep overpriced bad players, and end up not getting the prized young players in the next auction.

Has anyone run a league like this before?

the league i linked rules to did an initial auction in year 1, but in the subsequent years there is a rookie draft with salaries given to draft slots and an offseason auction for the free agents and undrafted rooks
