Empire League Setup & Strategy--dealing with collusion and the transition (1 Viewer)

I have a dynasty that is in its 8th year. Recently I became aware of the empire leagues and empire pots. I think it could help with some  of our not as active managers, and also give our league an end game on current rosters. Had some questions for managers/commissioners of Empire leagues on a few areas based on what I have read.

-Collusion.  How do you prevent this in your league or what is the best option you have heard about?

-I would like to present this to the league as a change from standard dynasty to an Empire league 2 years down the road. Best to keep the league we have, redraft at that point or leave up to a certain required number of votes?

I would either start a new draft or make it a new league entirely and invite those league mates and keep your current league as is. It’s hard to simply transition because some teams are rebuilding or peaking and will be rebuilding soon. Maybe the whole league will just be on board and want to start immediately, who knows. But making a new league would allow you to make changes and make rules to prevent collusion and such. 

 
In the league I run, the defending champion is not allowed to trade away future picks. I trust the people in my league, but this is another barrier to collusion. As Snork indicated, I would try for a whole new draft to start. 

In in my experience, the Empire league had no effect on owner activity level. The ones that were less active in the dynasty were just as inactive in the Empire league. We did have an Empire winner this past year, so the two most inactive owners opted to drop out with the new league starting this year.
