I'm gonna go with James "Shack" Harris for the Jaguars this year.
I'm admittedly a homer, but the FO has struck gold this year with a fair amount of FA's that don't command a hefty price tag and, have managed cap room to the tune of (currently) 16 million under the cap. But its the additions and subtractions from this team that cements it.
Additions: Reggie Nelson, Justin Durant, Derek Landri have all played at a high level this year and were great additions in hindsight given the rash of injuries at their respective positions. Mike Walker should be a solid reciever, Podlesh has come on strong as a punter recently, Nwaneri has played beautifuly in spot duty and Nkang has been labeled one of the best gunners in the NFL. And thats just the draft class. Going forward, this has the potential for being one of the best 07 classes.
Resigning Players: Ernest Wilford, Quinn Gray and Daryl Smith were all re-signed/extneded in the offseason, and all have played huge roles in the season thus far. Not very expensive either.
Free Agency: Northcutt, Sammy Knight, Grady Jackson and Greg Estandia have all played big roles in our season and were all brought in during either the offseaon or midseason for minimal amounts of monesy. Richard Angulo and Aaron Glenn as well.
Coaches: Koetter, Monken, DeCamillis, Shula have all been great additions for this team and have taken them to new levels.
Subtractions: Cutting Leftwich is the best thing this team ever did. Ballsy move which really paid off.

I am not questioning the great moves above but I do believe the trade for Welker was for a 2nd and a 7th. FWIW.

Gotta go with Polian. Hate the guy, but he let a lot of guys go on that defense and somehow made them better (Jason David, Nick Harper, Cato June, etc). The Colts played in the toughest division in football while the Pats played in the softest division in football. Indy's 13-3 might be just as impressive as New England's 16-0. FYI, Pioli isn't a GM.

Brought in Wade Phillips
Signed Leonard Davis to play guard which solidified the line
Traded down in the draft for Cleveland's 1st pick and still got Anthony Spencer (promising pass-rusher to eventually replace Greg Ellis)
Signed Romo long term even after his blistering start for only Marc Bulger type numbers
Plus he's building the greatest stadium to date and won (with help) the rights to host the 2011 Super Bowl.
Now if they can just win some playoff games...

This is horribly painful as it's coming from a Steeler fan, but...
Pioli and Savage should be the only two names even in contention.
I'd give it to Pioli simply because his decisions had a tremendous impact this season.
Savage has done an excellent job, but his evaluation will hinge on how he handles the Quinn/Anderson situation.
