I believe the snowiest city in the US is Syracuse. Being 150 miles due west of Cuse, I would have to go with Buffalo.
Buddy of mine lives in Minneapolis and he said they don't get all that much snow. That a lot of times it's too cold to snow in that there just isn't any moisture in the air. I think GB is in a similar situation...
Many of the snowiest cities in the US are downwind of the Great Lakes, where lake effect snow can pile on pretty quickly. Typically though, lake effect snows don't start kicking up until later in November. But as to how early the first snow is, Denver's average is October 19th. I couldn't find that data on Buffalo or Green Bay, but the average date for International Falls, MN is October 20th, so I imagine that Denver would historically have the first snowfall between the three.
