I have a league that is run on yahoo for free. We are thinking of making it so that people cant make drop adds while games are on. Like sportsline does it. Are there any free sites that allow this? Thanks.

fantasysports.aol.com is highly customizable and does what you want....check it out you won't regret it. I ran 2 of my leagues with aol last year and was quite impressed. There isn't another "free" product better in my opinion...

As noted, AOL is pretty darn customizable. It would allow you to make the change that you're talking about.

I have been playing with FleaFlicker.com and it seems like a nice website so far. I'm probably gonna setup a mirror league there this year, and check it out for a possible move in one of my leagues next year.
