I don't get it.  Released government documents show that the concept was considered (how seriously we don't know) so why is it so   to at least consider questions about the feasibility and ethics of a considered plan?

Having a hard time taking this seriously

No, those are bath bombs.  Those won't turn you gay, but if you're a guy who's using them it may be a sign that you already are.
