With 34 homicides already this year, Rochester is on pace for a record-high 70 murders in 2021 - a per-capita rate that exceeds Chicago, one of America’s most violent large cities.
70 is a lot for a city with only 206K residents. Worse than a 1 in 3000 chance to die this year in a homicide. Odds of dying in a car wreck are about 1 in 8400.

The Rochester Police Department did not respond to questions about the causes of the rising homicide rate and its strategies to address the violence. The city’s police union, the Rochester Police Locust Club, said the department has only 12 investigators to pursue murder cases.

The outpouring of anger over the incident (Death of Daniel Prude) has sparked new efforts to combat police misconduct, including a $5 million city grant to hire 50 employees to investigate allegations against officers.
City is throwing money at a board with no disciplinary power, while the police don't have the resources to conduct all the investigations needed. This money came from the police budget.

Of the 186 shooting victims so far in 2021, nearly half were 25 years old or younger, and 90 percent were Black, police data show.
The people suffering are those that are generally most in favor of police reform and/or less police presence in general.

I don't know what the answer is, but the current solution is untenable. Criminals act with impunity and the communities that are hurt are the same communities that distrust the police. The current mayor whose husband was just arrested for drug running and illegal weapons was finally voted out. Rochester has a long history of segregation, violence and rioting. I hope this isn't a summer where the top blows off.

ETA Portland, a city of 660K has 119 shooting injuries. Rochester, a city of 206K has 186.

What a mess.  I’m always curious as to how these situations occur.   How did the city begin to go down this road and why did it get so bad?  

 
They should take the police away from patrolling the city board members neighborhoods, instead of the areas where they are most needed.

Philadelphia's murder rate skyrocketing along with other cities.  Everyone's fighting about Assault Rifles and whatnot, meanwhile the people that we actually catch with the illegal firearms most used in crime...are out and about.  Wonder if there is a correlation there with murder rates 😬
