It was a fumble because he lost possession of the ball before his hand was moving forward to throw the ball.  He then swatted the ball forward with his hand but didn't possess it.

Normally this occurs when the QB gets hit while throwing and not an oafish unforced error, but it is usually called empty hand by the announcers.
