In a dynasty league, I agree, it should be available to only those players that have been IR'd by their respective NFL club. Having said that.... I think it is a very league dependent situation. Depends on roster size and lineup requirements. For instance, in my local, we start 1 QB, 2 RB, 3 WR, TE, K, D. We have 16 man rosters. We want to limit roster size so that teams that have injuries still have something decent to get off the waiver wire.... on the other hand, we had owners electing to play no K or a D in a bye week due to injuries. To solve that problem, we allow a league IR for any player officially listed as OUT by the NFL for that week. Then an owner can pick up a K or a D for that week(s). In my 40 man roster IDP dynasty leagues, the player must be IR'd by his NFL team to qualify. For my very basic local league, it has worked out really well. Simple and straightforward... if he's listed as OUT, he's IR eligable for that week. As soon as he is downgraded to less than OUT, that player has to go back on the roster or get released. No room for disputes.... and that's what league rules should always accomplish.
