The part of "collusion" that's missing is that you must help another team to the detriment of your own. Let's say I make a heavily-sided trade to somebody for the purpose of helping them knock someone out of the playoffs, without any benefit to my team -- THAT is collusion. Let's say I do the same thing so that I get into the playoffs -- THAT is a shark move.
