No, that is not the case. Vaccines are very effective - but not always 100% effective. Also, infants and toddlers often haven't had all their vaccines so, if they are exposed, they can get very sick. In the mid-60s the USA would report 500,000 measles cases, 48,000 children hospitalized per year, and 500 deaths.
