Does he still make the HOF?
Nope. By the time he is eligible, he will no longer hold the record for most accurate kicker, or the one with the longest FG. He is currently behind 15 other K's in total points and has no real shot of finishing in the top 3 unless he has at least 5 more strong seasons, which ain't going to happen. He has been average at best for the last 3 seasons. He will simply be known as that K who was once a shoe-in and then became a story on TMZ.
 
I'd bet everything I own that the Ravens, the NFL, and the NFLPA know more than what the public does and have known at least some of it for a long time. There's way too much smoke here for there not to be more fires.

There are still civil suits in play, right? I think that's where it might get really nasty.
Second part first --- there are 16 different therapists accusing Tucker so far. There are no criminal charges and no lawsuits against him right now. I'm guessing the accusers' lawyers are trying to work out settlements before filing lawsuits.

As for the "way too much smoke" part, here's part of an interview with 2 of the lawyers who are representing 13 of the massage therapists suing him:

Attorneys Michael Belsky and Catherine Dickinson represent 13 of Tucker’s accusers. At a news conference Friday morning, Belsky said his clients want respect for their profession. “Many NFL players use therapy to help them professionally, and it is not OK for anyone — let alone someone in a position of notoriety or power — to treat massage therapy as anything but that,” Belsky said. “Let us be clear, the NFL conducted an incredibly thorough and thoughtful investigation. They sat in this conference room for days upon days listening to the same story told over and over again by different women.”
