12 teams, 17 roster spots (QB, RB, RB, WR, WR, TE, RB/WR/TE, K, D, 8 bench spots), .5 PPR

Keeper rules:  keep up to four players.  Cost is one draft round higher than their draft round the year prior.  You can keep a player indefinitely, i.e. through when they are worth a first-round pick.  So if you can snag quality players as your 17th round pick, for example, there's a huge advantage.  No position limitations on keeping players.

My realistic options are as follows:

Cooper Kupp (9th round)
Marlon Mack (9)
Devonta Freeman (12)
Hunter Henry (16) (RIP)
Juju Smith-Schuster (17)
Jared Goff (17)
Cam Meredith (17)
Mack Hollins (17)
Kenneth Dixon (17)
Joe Williams/Matt Brieda/Jeremy McNichols (17/13/17)

My plan is to go with Kupp, Freeman, Smith-Schuster and Goff.  Would appreciate any insight you have.

An argument can be made for meredith. If you believe in meredith and want to take a QB in the draft, i can see that option. Otherwise Goff is the next best option.

Makes sense to me. No other RB of note, even in an earlier round? The issue with Goff is many think he's replacement level, so it's fairly easy to find another guy.

My RB from last year were, with their 2018 draft round values:

-Carlos Hyde (1st round)
-LeGarrette Blount (5th round)

CJ Anderson was my other main back last year but I swapped him in a late-season trade to try to improve playoff positioning.  RB was not my strong suit last year.

I'm OK with taking the chance on Goff since, as a 17th round pick, I have the chance to own him for his whole career.  If he doesn't pan out, so be it, but I'll take the chance at least.

I might also favor Meredith over Kupp, especially with the round differential.  Meredith is in a very sweet spot this year.

 
Freeman and Juju are no doubters. You don't have anything earlier than round 9?
My draft from last year was:

1 - AJ Green (can't keep)
2 - Carlos Hyde
3 - Larry Fitzgerald
4 - Kirk Cousins
5 - LeGarrette Blount
6 - Jeremy Maclin
7 - Jeremy Hill
8 - Defense (Houston)

The only I would be tempted for is Fitzgerald at a second round value, but basically I'm getting him for his equal value as opposed to a discount value with the guys I'm looking at.

I haven't been sure what to think about Meredith, but I think I need to give him more consideration.  I think I would be tempted to take Meredith over Goff as in a 12 team league, there is a dearth of WR but one can usually find QBs - Goff was a free agency scoop for me last year.

Fair enough. I would take swings at Goff and Kupp. 

 
Totally missed that I have Marlon Mack as a Round 9 keeper option as well...
Not someone I would hold this year. The colts don't have a great o line, and the defense is going to be terrible. Lots of passing from Luck to keep up. While mack is a good pass catching back, so are the two rookies. The uncertainty here is easy to avoid when considering Kupp is the other 9 option, and meredith/goff are much later and offer more upside. 

 
I like Schuster and Freeman for sure.  I agree, take a flyer on Goff in the 17th.  If he pays off, you have him forever.  If not, let him go.  I say go Kupp.  Mack has had his chance in Indy, and didn't really produce.  There are 2 rookies on his heels that could take advantage of their chances.
