I have heard zero free agency talk regarding Barlow. I think if he does end up somewhere it might be very late and maybe after someone gets hit with an injury.
I wouldn't be 100% done with Barlow - there's still interest, according to the Terre Haute (IN) News:
• Colts looking at Barlow? — Running back Kevan Barlow, who played with the New York Jets last season, has reportedly drawn some interest from several NFL teams, including Indianapolis. Buffalo and Tennessee may be in the mix as well.
Barlow began his career with the San Francisco 49ers.
If your offseaso rosters expand, why not pick him up/trade for him and just see what happens? Guys in his situation often get the call when a starter goes down with an ACL injury in camp and there's no other options available. In that case, he'd have some value, either as an emergency fill-in or trade bait. If he signs nowhere or signs with a team and is buried on the depth chart, you simply cut him at roster cutdown time. His current owner probably has no use for him so why not get him as a throw-in in a trade, assuming you don't have to cut somebody else to keep him?

Although I think Shanny has an extremely good eye for spotting talent and has drafted some great guys, there are just sometimes you mess up and are wrong about guys like was the case with Shanny drafting Clarett and quite possibly for making those comments about Barlow.At this point Barlow is not worth very much.
