Levi simply can't pass block. He was a big liability to the Cards (pass first team). He is an adequate run blocker so in that respect could upgrade Steelers.
Getting anything for Levi from the Cards perspective is a win & Steelers get a big body for 12 games.
He'll forever be known as the guy the Cards selected over Adrian Peterson because management felt Edgerrin James still had something left

He's a plus for Bell. No effect otherwise.
Of course, that could have meaning on its own. Bell played very well. This could be a small signal that the Steelers realize that controlling the clock and grinding teams down is their only chance, and this is an investment in that.
