Elyria as the capital of Firelands?

I don't think it's meant to be the capital. Just a city of 50-100k population. Which I also find astounding as any time I've been there it looks like a ghost town.

If you look at the key, capitals are underlined. Elyria is underlined. Toledo and Cleveland are not. One of the biggest botches I see.The city/state name shares aren't very creative since they went off the deep end on some of the others.
