What are the boards expectations for Masterson? Will he remain in the rotation long enough to make a big difference for fantasy owners? If he goes back to the pen will he log enough innings to retain some value?

Keeper league - tons of value. This year better value than virtually any other non-closing RP...and several closers. I think it is a matter of time until he keeps the rotation spot...whether it be at the expense of Penny or Wakefield.
