As long as he is healthy, he is a viable flex and/or RB3. His value won't reflect that, however, until he actually starts a game and puts up some decent fantasy points.

Well, it certainly does - unless Tampa has plans to offer him an extension. Either one (offering him a contract or not) would indicate their long-term preference for him.
