This! Add in the fact that Merriman is back, I have been targeting San Diego as one of the middle defenses taken in all my drafts, and I'm a Bronco fan. Granted, defensive projections (turnovers etc) are more difficult to project, but Draft Dominator actually had the Chargers as the #1 defense with one of my leagues scoring systems.
Depends on your scoring system, of course. Assuming fairly standard scoring, the Chargers play a relatively weak schedule and have play makers returning, and thus are projected above the other two in many cases.

If the Packers are still there, I'd wait another couple of rounds and grab them.

Especially if your league is weighted towards takeaways and TDs.They give up points (or at least did last year)...but they also have a nice share of takeaways and TDs. But you will live and die by that if they can't put pressure on the QB any better than last year. Maybe the 3-4 will help in that...not sure.

I also had the Chargers ranked #1 in my projected scoring. In my 12-team draft Sunday night, I drafted them with my last pick 16.10 so if my projections actually pan out, and Merriman is a factor once again...it appears as if they could be a good value draft for you. PLUS those 6 games on the schedule.
Most of my leagues, which vary greatly in scoring set-up, I have the Eagles ranked higher than the Chargers or Titans. I think the Eagles are a sneaky pick here. You could claim I'm a homer, but I would not suggest drafting them if they weren't a good play. As others have suggested waiting on the Packers, I think you could wait on the Eagles and still get a top end Defense, which is a better defense than the Packers.
On the other hand, if you're high on the Chargers as most folks are, go right ahead and draft them here as they will not be around for your next pick if a defense run begins (or if you are in the middle of one right now.) They may not last even if no run occurs.

I don't know if I'm an expert, it's better to be lucky than good when there is money involved. I hope the Chargers work out for you, because I have them also. As Ruffrodys05 said, Philly is also a good choice, they are actually the top ranked defense in Draft Dominator in one of my other league's scoring system. That draft is next weekend, and I may look at the Eagles, but I'd be happy with San Diego in that one too. We'll see.

Is a Merriman without steroids going to pump up the SD defense that much?

They're not such a secret; don't wait if you want them. They went in the 13th round (12 teams)of my draft last week. I did get them this week in the 15th (ten teams).
