You can take full courses for free right now from many of the top universities.MIT, Harvard, UC Berkley, CalTech, Princeton, the list goes on... If you are motivated and want to learn, the resources are out there.  https://www.edx.org/
Getting a professional certificate from edx doesn't quite carry the same weight as a BS from just about anywhere

 
Nope your point was about how some of these people will not improve their job options. Who cares? Most will and even those who don't will still be better off and a more likely to benefit society.
How?  

And the people paying for it care.

I'm too lazy to look and see if it this has been addressed, but why is NY state tuition only $6,470 a year? That's actually ultra cheap IMO. Seems like it's already affordable and/or reasonable enough to pay with student loans.

Before we get into that to deeply; what requirements do you place upon high school grads? You seem to think they don't require college (I would love to see this free option extended to trade school as well) so what demands do you make of them?

One: don't do that. And two: you dropped a 150 grand on a ####in' education you could have gotten for a dollar fifty in late charges at the public library.

I fear if someone were to suggest trying to lose weight by exercising, Chaka would go nuclear ITT. 

Chaka is making some great points about the subject at hand however.

Not Georgia. I believe Tennessee has free 2-year colleges.

ETA: Georgia does have the Hope Scholarship, which effectively pays for college for most high school grads with a minimum GPA, but it is funded by the state lottery. My understanding is that it is going to run out of money at some point, though, as demand exceeds the revenue being generated.

You are missing the point. Lots of people can afford to live in NYC on less than $125k. Its just not the same as making $125k in most other cities so a flat number for tuition qualification doesn't make much sense. People in NYC also pay an additional 3.5+% income tax. 
I understand the cost of living issues, as the saying goes "the rents are too damn high" and that's a fact and it's also another debate entirely.  But it's also reality at the moment so if that's your margin for being able to remain in Manhattan then you should consider moving.
