Personally I'm torn on the penalty kicks I totally agree that it's a substantially different skill than the rest of soccer.

That said, 1) you gotta end the game at some point or these guys will be dead for today; and 2) they're so freaking intense and entertaining that selfishly I want to see them.

FIFA is highly resistant to change. It doesn't really matter how easy the solution is. It's still going to take overwhelming pressure.
