But, that is what happens in nearly every basketball game. How many points are "given" to basketball teams in the course of a full game due to a referee whistle? Each team in a basketball game has the ability to draw a foul after every possession with the opportunity to score points, if in the shooting motion before the fifth foul.
So, in essence, there is no difference and one could make the argument that basketball has much more opportunity to flop than soccer by a large margin. A soccer player isn't awarded the opportunity to take a penalty kick if he is fouled outside of the box yet a basketball player is awarded the opportunity to score twice if he is fouled 70 feet away from his basket (this is equal to a soccer player getting fouled 350 feet from his goal).
And, a penalty kick is a rare thing... something that does not happen 40 times a game... AND... when it does happen, the soccer player doesn't get two attempts at a score.
