Here's the main thing that has me thinking it won't move.
Blatter says the matter will "settled" once and for all on Qatar later this year (October or November as I recall).
The next FIFA election is 2015.
Blatter can't depend on UEFA support any more - he has to go to the third world countries - Asia and Africa are where the votes are at for him.
There is no way he presides over a move ahead of that May 2015 election. No way.
And yeah, the role reversal with Platini is intriguing. Sepp is evil and slippery, but man does he know how to game the system and outflank his opponents.

I keep coming back to this in my mind and the more I think about it, the less it seems like anyone has any rationale for moving it unless they want to be seen as a "reformer". I guess one of Platini or Blatter will take up that mantle, but you're guess is as good as mine at this point on which one it will be and if they actually have the juice to get it done.
BTW, it's interesting that it's just the FA and the Dutch (2 countries with no real pull with FIFA) that grilled Blatter. Just throwing it out there that the "outrage" may not be as widespread in UEFA as the articles today make it seem.
