Official statement:

"Due to some incidents at the finish line, we have decided to take the time at 3 kilometres before the line. We won't have a stage winner. We will give the points for the mountain classification and the intermediate sprint, but not on the finish line."

I'm pretty sure it's a men's UCI9, just hasn't posted yet. Mt. Washington-Pittsburgh downhill Prolog where Sand is heavily favored. Pittsburgh-Morganton, Morganton-Cumberland, Cumberland-Harper's Ferry, Harper's Ferry-DC. Deceptive amount of climbing. Rumblings about the DC stage being cancelled due to protests, but all the protestors were rounded up and sent to El Salvador so no worries.
