I believe they could repeal it now, causing 20+ million to lose their insurance, and they wouldn't pay a steep price for it. With the way congressional districts are gerrymandered the Republicans basically have a lock on the House until after the 2020 census. Plus, many more Democratic Senators are up for election in 2018 than Republican.
