I guess I just don't really see where you're coming from. Are you playing alone? If so, that's the difference. You aren't going to get the same interactive fun with people that I'm using to replace the NPCs. It's probably going to seem like an empty survival shooter without bigger stakes if you're playing alone, because that's what it is without real factions and NPCs and a grander story changing the world. But that's supposed to be replaced by other people.
This is much more of a survival game (though the survival elements are light) where you make your own story, which happens to use the Fallout 4 formula, than it is the equivalent to a Fallout 5. They took a risk and it's not connecting with gamers like you, but it is with some people. You aren't the hero at the center of an epic plot, you're just a dude trying to survive among others trying to survive, and each combination of people is going to have their own dynamic each log-in.
I find it helps that my SO and I play together in the same room. Even when our friends aren't online we're teaming up. It's very possible I'd feel like you if I were trying to simulate a single player Fallout experience or even hoping for a more classic MMO experience with player hubs and factions and the like (I will repeat that I think this stuff will be added as we go as they figure out where it's not connecting with gamers like you, and also just add to the game--it will probably be a very different experience in 8 months, like titles like NMS, ESO, KOTOR, etc.).
What made me turn the corner on this game before release was watching a stream of a guy and his 3 buddies hunt a Wendigo in a cave complex. That's the video that made me realize what the game could be with friends, and that's the experience I've had.
Tonight, I was selling some extra chems to a robot. Three players came up behind me, called my username, and said if I didn't hand over all the junk I was carrying they'd kill me and take it. One had power armor and the other two were wearing Raider chest pieces. All were a couple levels higher. I pulled my shotgun and they opened fire, so I tossed a grenade behind them, booked it out the door, tossed another couple molotovs as they followed, and then sprinted around the building. They followed and got lit up by 6 of my turrets and my partner--they didn't realize I had a base right next door. We killed a couple (who accrued bounties once they shot me originally) and the other ran off. We didn't stick around long after that to see if they'd try to take revenge as it was getting late. But it was a blast and imo a pretty good example of how the pvp aspect can lead to group fun and create a story for the session.

. Tried joining with some people, and hung with one guy for a bit, but he got out of my team. thinking if i don't catch on with anybody or a group i may trade in for Red Dead Redemption
