To me, that would be the skeleton that Goal Line started with. I am thinking along the lines of having 3-4 programmers who do the game end of it after incorporating suggestions from all involved. Then having 3-4 people who do the message boards set up and ready to go. A couple more that would write up tutorials explaining but not giving away tips via the programming and offering suggestions as to player builds and such.Also, Footstar limits to one player. I would think limited the players to 2 or three tops would be optimal. One offense and one defense (promotes offensive line players or non sexy players). I also think this would promote teams of friends or internet folks instead of one person building a whole team and spending tons of money.
I think allowing more than 2 would be better... Maybe limit by position...Like 1 OL, 1 offensive skill position, and 3 defensive players (no more than 2 DL, LB, or DBs)... plus 1 special teamer (K or P)...that would be 6 players max, but they should be spread out enough... Plus if you stick to a "regional" system of some sort like GLB (note: maybe have more than 1 US region and some sort of "inter-regional tourney" from the get-go), you could simply limit players to 1 player/region...
