The only one I think is not deserving of Tier 1 here is Anthony Hopkins. I know this will be met with a lot of scorn, but I don't believe this is first tier because (1) this is not Anthony Hopkins' best performance (The Remains of the Day is), (2) this is not the best portrayal of Hannibal Lecter (Brian Cox' was), and (3) this is not the best performance in this movie (both Jodie Foster and Ted Levine were better). For these reasons, I'd have this in Tier 2, but I expect to be shouted down on that.
