No. The difference is Ertz got two feet down, and then advanced the ball with a third step WITHOUT GOING TO THE GROUND yet.  At that point it became a catch, regardless if he later goes to the ground and loses the ball.

James got 2 feet down and then his lunge was taking him to the ground.  So unlike Ertz, he had not completed a catch yet and has to control it through the ground.
