Are both "Voted In" players and alternates that are chosen to the team all considered Pro Bowler's?

If so, then in a year where there are significant injuries or players pull out of traveling to Hawaii for various reasons, isn't the Pro Bowl "status" somewhat diminished and watered down?

They all count the same. That's what happened a couple of years ago when Jerome Bettis was like the 6th choice. It also happens a lot at QB as well.
