If you're not getting Verizon @ your house, we're going to rule them out. Going to rule out T-Mo as well since they're rated worse than Verizon in your area. So, we're going to be looking at Sprint and AT&T MVNOs.
Far and away cheapest for you is indeed Ting. You can get 1000 minutes, 6000 texts, and 2 GB of data shared between 3 phones for just $92 + taxes/state fees. The next cheapest is Net10 for $130. If you're really sending 9,000 texts, thats an extra $7.50. They're plans only go up to 6000 texts, any texts beyond that cost 1/4 of 1 penny. So, all in you're $99.50 + taxes and whatever BS your state makes phone carriers add on. Thats not shabby at all for 3 phones, and Sprint coverage looks to be the best in your area as well. Be sure to use someone's referral link in post 1 to save an extra $25 with them as well
Just as an FYI, if you stopped using text messaging and used the google voice app instead, you could drop your bill to $78 a month for 1000 minutes, 2 GBs, and NO texts with 3 phones. No iphone on Ting. At least not yet. If you want Android or Windows though, they have those.
Speaking from experience, with Android (and maybe iPhone, not sure there) you could port your current numbers to Google Voice and then text via the Google Voice app moving forward, and never be charged for a text message again (as it sends them over wifi or data instead). The only downside is that they don't do MMS (picture texts). Other than that though, could be a big savings.
So, your lady wife talks 7,000 minutes a month? Yeah, she needs to be on her own plan. What are her text/data requirements?

I was traveling up and down the east coast this weekend and it worked fine for me the whole time. Are you over your 4GB limit? They throttle after 4 GBs.

iPhones aren't necessary just the only one they've ever been exposed to from mine. Pretty sure Android would be great for them if they decide to go down that road. My kids really want smart phones, my wife doesn't and the one of the kids just isn't going to get access to all the wonders of the internet whether she knows it or not (we have huge trust issues with that one). Picture texts are pretty much a must for my crew. We all trade a lot of pics.

You can still email pictures easily enough. Or post them to a Google+ circle (what I do for pic distribution to my family). There are a million ways to share pics other than text imo. That said, as Google is updating their Hangouts app, it is expected to be able to handle MMS soon as well. This may not be the absolute lowest priced deal compared to small carriers, but if you're stuck with ATT for whatever reason, this is the cheapest smartphone plan I've seen them offer yet. And the icing: no contract.

Now ATT is forced to buy Leap and we'll likely see a trend towards even lower pricing and de-coupling of phone subsidies.

I mentioned these plans in here when I signed up for the $60 plan a month ago....so far so good. Any AT&T GSM phone (or any unlocked GSM phone) works with these as Hulk said. I'm using a Tmo Galaxy S3. AT&T also recently launched AIO (All In One Wireless) in FL and TX, it should be expanding soon...plans are $55-$70...the $55 plan is the same as the $60 plan in your post, and the $70 plan has 7GB of data. I almost went with them, and I might switch to their 7GB plan next month since its only $6 more than I pay now, with 5GB more data...

If you're stuck with just AT&T coverage, these are among the better options. I believe the LTE they offer is throttled though, let me check.

AIO LTE is throttled to a max of 8MBps and their HSPA+21 is throttled to a max of 4 MBps.
GoPhone, they appear to get full AT&T data speeds, however their coverage footprint is less than AT&Ts. Must not have access to their roaming agreements.

should've just clicked one of the links in the first post and it would've given a $25 discount on the phone purchase. If she jumped the gun and missed that, you may still be able to get it as a service credit but you'll likely have to call them.

Was on vacation the last week in the Adirondacks, so arrived home last night and the LG Optimus S was waiting for me. Started the process to port over the number last night and this morning all is good. New phone is working and the old LG Cosmos2 shows as deactivated on Verizon.
Going to order 2 more phones today to replace the other 2 and port those over once they arrive. Going to order another LG Optimus S as well as the Kyocera flip for my FIL.
Once these are ported and the bill from Verizon is paid, what is the best way to sell these phones?

So, Sprint looks to be the best and Tmobile isn't present.
For 2 phones, with usage so low, Voyager actually won't be the cheapest. They're great for big data users, but in this scenario, they won't be the cheapest. Ting is though.
For 2 phones, with 500 shared minutes, the total cost is just $15 a month (plus taxes/fees, can't get around those). If they want a few texts, and a little bit of data, they could have 500 minutes, 100 texts, and 100 MBs for $21. Pretty darn cheap. Ting is pretty much the best deal out there for light users.

Yea, she's a ##### that way. Most folks enjoy getting a new phone or updating, she is the complete opposite. What finally broke her was texting with a friend and didn't get 27 messages. Our usage is moderate. Around 2 GB of data, 2000 texts, and maybe 750 minutes total for two phones.

Are you okay having a low end smartphone. Verizon MVNOs are generally the suck when it comes to phone choices AND cost. The cheapest out there for you guys is Next G Mobile, which would be $50 per line for unlimited talk/text and 1 GB of data (again per line). There are a couple more options at the $55 and $60 per line level, but I'm not really sure you'd be coming out ahead against Verizon where they'll subsidize your phone purchase for the contract... none of these MVNOs will. If the cost savings isn't more than the cost of 2 new phones, then its not worth it.
What is your zipcode? How was Sprint coverage in your general area? If you get it decent out and about, you can always install an AirRave @ home (signal booster) and you'll have great coverage at home then.

FYI, I believe both of these options (as well as all Verizon MVNOs) are regulated to just Verizon's 3G CDMA network. Which, has pretty expansive coverage, but is also painfully slow. I really can't recommend any of these unless a person literally has no choice and are not covered by anyone else at all.

Issues:
1. Both need new phones (contract is up with Verizon).
2. Will be adding 1 phone for oldest child (dumb phone) I'm guessing low voice usage and <1,000 texts / month.
3. Wife currently gets a 22% discount at Verizon but its only on a portion of the bill (i.e. data on the share everything plans).
4. I'm worried about kid breaking new phone even though she is responsible

Customer Service has been superb. Her phone used up 100MB of data while updating before I turned on wifi, they credited me the data cost no problem.

Looks fairly decent coverage wise.
Running your usage, cheapest is this:
Ting: $85 a month for 3 phones, 2000 minutes shared, 2000 texts shared, 1 GB shared. Sprint's coverage and LTE (not sure if thats deployed yet in your area). Free roaming on Verizon is you're outside Sprint's coverage area. Get a $25 discount from any of the referral links in post 1. You will need to buy new phones (or used and unlocked) that are compatible with Sprint's network, and you will pay full price. You can up it to 4,000 texts for another $3 also.
The next cheapest after Ting is actually Consumer Cellular (AT&T's Network) with one of their prepaid plans:
3 phones, 1500 minutes, 10,000 texts, and 1 GB (all shared again) for $90. A few things to know... again, no phone subsidies, you'd need to buy unlocked GSM compatible phones. Free roaming on T-Mo's towers. No access to AT&T's LTE, this is 3G HSPA only.
Tied with Consumer Cellular is T-Mobile, although this only works if your data usage is evenly split between you and your wife:
3 phones, each with unlimited calls/texts, and each with their own 500MB of data, all for $90. Things to know here, you get LTE (if its available in your area), you can go over the 500MB data cap, but you'd be throttled to 2G, T-Mo's 3G is actually REALLY fast HSPA+42, and again, you'll need to buy your own phones. T-Mobile does have what basically ammounts to a 0% financing deal for new phones though, if you buy through them.

4G is great if you can get it. Coverage is still spotty and even in coverage areas you often don't get 4G. The only way to get 4G on verizon is with a contract.
