The poll is flavved (even buying into your conditions) - If you KNOW the guy will continue to kill dogs unless you kill him, there's no reason you'd wait for him to continue to kill dogs up to a certain number before killing him. You'd 1) kill him when you learned he's a perpetual dog killing machine, or 2) let him live and kill as many dogs as his natural life span allows.
