There are quite a few players out there now that can fill in roster voids, like RB for Miami. Does anyone know when teams can negotiate with cut players?

logically, should be right now.

 
Players first would be picked up by waiver claim, with priority order the same as the NFL draft. So Texans have first claim, Saints have second, etc. If a team claims a guy off waivers, I believe his previous contract stays in effect, it is just transferred to the new team. So some guys (Charles Rogers?) might not be claimed since their contract might not be very attractive, compared to what they might sign him for after he clears.

If a player isn't claimed for (I believe) 3 days, then he clears waivers and is a free agent and can negotiate with anyone he wants.

 
One thing to remember (especially with veterans) is that the teams will contact the player/agent before claiming him. whether that is "allowed" or not I am not sure, but if say Houston is interested in suggs, but he has a better chance @ being the clear number 2 in Miami he will get the word to anyone above him not put in a waiver claim. In short, don't get bent out of shape when your team does not "claim" a certain player because often they wanted to but the player has a better deal further down the line.

Good point. With the guaranteeing of base salaries for the season for the final 53, several players may wind up back on the team after week 1. There's a lot of back room dealings going on.

I'll be the first to say that Dennis Haley (UVA) LB cut from Ravens and Broderick Green DE/LB/STeams, also from Ravens will be quickly snagged. Haley is short, 6'01" but weighs in at 245. The guy really stood out in exhibition games, yeah I know second/third stringers but, this guy can play. Green played in a bunch of games last year on D and was a special teams starter, he's 6'03" 270 3rd year guy. Not really of fantasy value but Haley will be a star in the NFL one day.
