They have to blow it dead to prevent injury and after that you can’t predict what may or may not happen. A guy potentially could block it but maybe they stopped going/jumping up because they heard the whistle.
In theory, guys would be encouraged to blow up the kicker for example if not blown dead. In practice hopefully nobody goes for a cheap shot but sometimes emotions and frustration boil over. I mean that one Texan that hit the placeholder the first time clearly let his frustration get the best of him.
I looked up the personal foul called for back to back penalties and yeah it was BS. An intentional foul while the clock is running is delay of game, and two in a row is a personal foul. But the clock wasn't running on either play. Nor is trying to jump the snap an intentional foul and there's absolutely no benefit to jumping offsides in that situation so no reason to call it intentional. So doubly wrong.
Didn't matter in the long run, but you expect the refs to know the rules.
