Several teams in the top 10 can use a QB, Teams at #2, #7, #8, #11 can all make a case. Maybe it's as simple as swapping with CLE for a 2nd. Maybe a bigger deal for SF. What Kelly offered for Mariota last year was nuts, and you know he needs a QB.

The Titans are willing to trade down in the NFL draft. But only if someone wows them with an offer.
That’s the word from Titans G.M. Jon Robinson, who said at a Titans fan festival today that it would take a “king’s ransom” to give up the first overall pick.
“It would take a substantial amount of picks to do that,” Robinson said, via Paul Kuharsky of ESPN...

If there is upside, besides getting players more familiar with LeBeau and his system in the team rooms/on the practice field, more power to the Titans. But LeBeau had better be grooming a replacement for himself because he's not going to be around for ever.
The thinking is that their backups don't have trade value. I'm not sure that's true. As you can see just from this board, there are people that think Sankey or Cobb could do well elsewhere. I'm not insinuating they have significant trade value but a late pick or a trade of backups or somesuch. Plenty of people on twitter with similar sentiment. Titans writers even have favorites. The risk of drafting a guy that people say can't play under center or was in a non-pro style offense or every other excuse you can think of with a rook, then followed by wow he is special and his outstanding personality and extremely fast ability to learn and...as much as a team could be, they are in love with the guy.

I think there is no way in hell the Bears GM/coach want to hitch their wagon to him. And as the QB goes, so go the front office. If Mariota flames out, the current TEN staff won't be around to replace him, that's the way it goes in the NFL. The base negotiating point for Elway is that Miller is proven, young, a perennial DPOY candidate in his prime and better than any defensive prospect in his draft.
Elway apparently has pushed some idea of Miller plus other pieces to the Browns for the No#2 and Joe Thomas ( Denver has not stopped their pursuit of Thomas since the last trade deadline) And he's also reached out the Raiders.
Broncos are the wildcard factor here for the Titans. If the price goes down, Elway will consider moving up.
Same conflict applies in any pro sports draft, the same reason you want to move down is the same reason most teams don't want to move up.
A lot of folks around the league believe that Jon Robinson will simply take BPA with regard to positional value off the board, barring a trade, and let the chips fall where they may. I.E. grabbing Wentz and making a later decision to trade either Mariota or Wentz. It's not like QB starved teams won't be out there for them even after the draft. A lot of GM's still talk of the lingering lesson by Parcells and the Dolphins and Matt Ryan. While Ryan hasn't met all expectations for him, in retrospect, Jake Long and Chad Henne as the alternative was seen as a game changing decision that made the franchise suffer. It takes a lot of balls to just go BPA, esp in this position, but with ownership in disarray, Robinson has some unprecedented level rope to work with here. Usually this situation turns into an ownership directive/override type scenario, but not in this specific case.
