They decided to close the office at the end of the month. I'll be laid off so I can collect.

Can I apply now knowing a layoff is pending or do I have to wait until it is officially done?

Congrats.  That was a pretty effective way to collect bennies.

Check your state's laws. Most will pay just above minimum wage for 6-12 months. Did your work issue you a Warn notice or any other document stating that they are closing that office and laying you off? You can (and should) register with the Unemployment office as soon as possible. It can take a month to process the paperwork. Once you complete a week were you did not receive any pay. (this includes any severance or unused vacation paid), you will then be able to file a claim and get paid. 

 
So to answer the thread question. You can quit and collect unemployment providing you drove the company in the ground.  

Sidenote:  Setting up office and conducting business in a third rate chain restaurant may not be the ticket to success.

No letter I was just told they were closing it down and they would lay me off so I can collect unemployment if needed.

 
It's a percentage of his previous salary. The have a max (which is usually around  $10 hrs or $400 per week). I'm not sure if there is a minimum. If a person makes $7 an hour, I don't think they make more on unemployment 

 
Unemployment usually takes your highest earning quarter over the last 18 months to determine benefits, if in the last 18 months you worked in more than one state then you should research to find out what state pays higher and apply for benefits there.

Give them 2 weeks after the office shuts down. That's the nice thing to do.
