I know there is always discussion on how poor some of the officiating and rules are. I do believe the NFL did make some good canges in the rules also.

So far my best rule change is the WR momentum out of bounds rule. I always hated that it was up to the officials to determine if the player would have come down in bounds.

The 2 point conversion is a close second.

The worst rule change I would say is

A defensive player on the ground may no longer lunge or dive at the quarterback's lower legs

I understand player safety but if a guy is on the ground and the QB is right there he has to get up and try to tackle him from above the knee.

Aside from the way the NFL handles Instant Replay I agree with your choices.

 
I didn't see it on the link listed but I still hated it when the league changed the intentional grounding rules some 20 odd years ago which basically allowed QB's to avoid sacks as long as they could make it out of the tackle box by throwing it away. In the past, those types of shenanigans would be flagged.

 
I nominate this for the worst rule change.

2004 - "Flamboyant" celebrations will be penalized automatically for 15 yards.

I loved the ridiculous end zone celebrations.

 
Not many bad ones added in the last 25 years.

Best:

1. Moving the kickoffs back to the 30 yard line - the 35 yard line was becoming a touchback-fest :sleep:

2. Two-point conversion

3. Replay challenge system

Worst:

1. 5 yard chuck zone enforcement - just because a lot of illegal contact penalties seem ticky-tack

2. Group celebration rules - some of those were funny

1998 worst - A defensive player can no longer flinch before the snap to draw movement from an offensive linemen.

1999 best - Instant replay returns with a challenge system.

Also worst

tuck rule

as mentioned above the qb outside the tackle throwing the ball away

Me too! The NFL has really gotten carried away with this one. There was a play this weekend where a TD was scored (might have been the Eagles game) and the guy who scored it flipped the ball to one of his linemen to let him spike the ball... *FLAG* excessive celebration, 15 yards.

Insane.

I'm torn on that.on one hand there are a LOT of weak calls on QB's and defenses can't be as aggressive and they are missing out on what would be sacks or grounding.On the other hand, I like having those QB's in there alive and well and it's better for the game if Manning and Rivers are upright and well than a bunch of backup QBs

Agreed, this helps no one. And makes absolutely no effing sense. only makes the game less enjoyable.

Don't know when it started but ...Kneel downs suck ... who wants to watch that for the last two minutes of the game?

Taking a knee should stop the clock.

 
Individual players involved in prolonged or excessive celebrations. Players are prohibited from engaging in any celebrations while on the ground. A celebration shall be deemed excessive or prolonged if a player continues to celebrate after a warning from an official.

NFL = No Fun League.

 
I'm not feeling the ball is dead when the carrier's helmet comes off. I know we're trying to protect the players but they get hit anyways, and if the runner has tons of yards to gain it should be his choice to slide or not, especially if the helmet comes off at the 2 yd line and a second effort can score.

Not a specific rule change but what now constitutes Pass Interference is a joke. Too many poorly thrown balls result in PI on the defense.

 
Worst for me was the rule that expanded the number of teams to 32. There aren't 32 quality teams, coaches, QBs, etc in the league.

That's interesting...How about plays that go for a loss stop the clock? Currently, if you run out of bounds, the clock is restarted when the ball is set unless there is less than 5 min to go in either half.Maybe implement the same timeline, Plays for a loss (negative yardage) in the last 5 minutes of either half stop the clock.Man that would be interesting.
 
The completing the process of the catch ranks up there with the stupidest rules. They still are not consistent at what is a catch and what isn't. It is even worst than the stupid rule it replaced about doing some football move. They are going downhill in this area and it shouldn't be that tough.
