There is a rule against not offering in ethical negotiations, but I'm with the other people on this. You can't get to step three sometimes by skipping steps one and two. Some people like to be listened to and coddled along the way. Cold offers often don't get it done unless the two owners know each other and have spoken. Saying something like "Is player X available? What would it take to get Player X?" seems almost like courtesy rather than bad faith negotiating. At least that's how I see it. Now, if you say that and he or she says,"Make me an offer," then you offer something in good faith.
Personally, I hate negotiating, so I tend to send honest valuations of guys right off the bat. It tends to leave me with a better feeling than going through a prolonged back-and-forth. If the valuations don't match the other person's valuation, so be it, but I loathe the nickel-and-dime approach to getting to what should be square one.

I think that verbiage is fine... it's really just a conversation starter. I was talking more about the (usually dumb) justification people feel compelled to include with trade offers,

Yeah, sometimes they're painful. Sometimes you'll get "I have X, X is awesome, you have Y, Y stinks. Let me tell you why you want X even though I don't and obviously value Y more." And sometimes you'll get a guy assessing your needs when you should really be the one assessing the needs, thank you very much. I can see that, too. Personally, I just don't want to shut off any communication, really, so long as it's not fictive. Anything where you can hopefully find a value discrepancy between the two of you that works for a deal.

I offered Damien Harris and 1.07 for Jeudy. He countered with Saquon instead of Harris.

If the guy provides his insight to players values and why he thinks the trade makes sense I think it's a good piece of information to see how the other owner values players and see things. It is actually a very good insight into their mind and has helped me come up with trade offers that can get something done.
However, the description of "my guys are great and your guys are terrible so you should take my good guys and I will take your bad guys" talk is terrible.
There is a way to "justify" your offer to the other owner that is beneficial even if you don't agree with the justification. Those that just blanket turn off and get pissed because the other guy is offering up reasoning why he thinks the offer makes sense are missing an opportunity to gain useful insight into the other owner's value tree that can help in the future (or with the current offer).

Absolutely. I'm in full agreement. I love to know what other owners are thinking about guys that they have and that they covet. It can work really well at times. Any information one has makes one a better trade partner and value seeker.
It's why I don't understand the comments from many here that they just tune out any owner that tries to justify a trade offer.

Yeah to be clear, I offered Damien Harris and 1.07 for Jeudy. The worst offer was actually the counter of Barkley and 1.07 for Jeudy. I thought Harris and 1.07 was actually very fair. Usually when people counter with that garbage it's because the starting offer is insulting. Is Jeudy for Damien and Waddle that bad?

Another "no" here. That's a fine offer, and I probably would accept it and pick Sermon to go along with Harris, too. I mean, Jeudy was the 1.08 in our league in 2020 and didn't exactly beat up the world last year, so it's not like that's a ridiculous offer at all.

I kind of agree with the idea that Mark Andrews is one of the league's most overrated fantasy assets, but I would respond to this with "While I might agree with your Andrews sentiment, he's worth more than nothing."

If you scroll up a couple posts, you'll see an offer Harrison Bryant and Philip Lindsay for Mark Andrews with the comment "Can't see why Mark Andrews would be considered very valuable"...
That's usually the level of justification one sees. If you have to explain it to me, it probably comes off as insincere and perhaps even insulting. This one is actually pretty funny - not sure why anyone would have interest in Andrews so trade him to me!
As I said earlier, I don't classify conversation starters like RockAction's "I thought we might have complementary needs, Let's see if we can get a deal done" as a justification. Mine wasn't a blanket statement against conversation. But you know an oversell when you see it. And after seeing so many bad justifications, I'm reluctant to offer too much (if any) opinion with an offer in fear it will undermine negotiations.

Was offered Stanford for my 1.06 in rookie draft in 1 QB league. Told them that was too much to give up so they in turn offered Brady and Trautman for Chubb and 2.07. Brady in his prime would have not gotten Chubb.

I think you are thinking about this incorrectly. He was willing to take on the Kittle injury risk and save you from that but he wanted Tyreek to make that happen. I mean he isn't going to take on that huge risk of Kittle without something to his benefit.

I am squarely in the camp of asking about players without an immediate deal offered. I usually ask if the player(s) I like is available, what positions the owner is looking to improve, and what (if any) players on my roster they might have interest in. Too many trade talks die with an offer that has a high-variance player involved - like [cletus the] slackjawedyokel's Harris/1.07 deal, which was definitely a solid offer. Then again, owner's that shoot back that Saquon crap are probably not worth the effort, regardless of how you start the conversation.

About an hour after Dobbins was hurt yesterday, I got a cold offer of a 2022 2nd (mid-late) for Gus Edwards.
Not an egregious offer but I feel like the offering owner was trying to get over on me which I would put it in the bad trade offers area. I replied that it would likely take a 1st until the severity of Dobbins' injury was known. Crickets since, which I take as confirmation that he was hoping to pull a fast one.

Yeah that's just scuzzy.
I'm in the process of trying to pick up CMC and just offered the other guy Dobbins as part of the package where I went on a tangent about how great an addition Dobbins is, only to end it with "Small problem, he probably just blew out his acl, but who needs one of those?"
Gotta keep things on the level at least.

Then he sent me the same terms today minus the 2nd. Must have figured the price went down after the injury.
In other news I did trade Dobbins in that league today and got a future 1st and 2nd.

Well, this is a redraft rant, but I woke up to this sparking offer from the "zero RB team" today:
I get: Deebo Samuel
I give: Joe Mixon
He wrote a whole paragraph explaining to me how MIxon hasn't been getting catches and doesn't look great so far, etc - basically negging my RB for 500 words.
I practically melted my keyboard rejecting. For one, I have 3 WRs arguably better than Deebo, so I'd be dealing for a flex option. For two, I'm not inclined to give team Mahomes a viable RB since he's losing without one. And for three, I would rather have depth at RB since both CMC & Henderson are already banged up, and that would leave me with Chubba, JaWill & Henderson (if he plays) as my only healthy RBs. And for 4, trashing the player you're trying to get will result in an automatic rejection 99/100 times.

Kittle definitely perceived as low-hanging fruit across my leagues. Lots of 2022 and 2023 seconds being thrown at me, with the occasional Chase Edmonds throw-in.
The very best was being offered 2022 1st (late) and Kmet. I declined. Hoping he establishes a solid rapport with Lance.
