I have to specify Lawrence, KS. With just Kansas, we have a whole host of issues. Getting to be in a college town gets me a pass most of the time

 
I grew up outside San Francisco...so if asked where I grew up, I say that.

If asked where I live, I say LES EVil.

for somewhat different reasons this is very similar to ours (Huntsville/Madison, AL)

If I'm in a local party close to home I say my city

If I am out of state I say my state
This.  People who are not from my state have no idea that my city even exists, so telling them my city wouldn't be helpful.  Folks from Chicago, New York, Miami, etc. can go with always-city, but us small-towners need to keep it at the state level frequently.

Random stranger talks to you at a party (well, not now but when we get back to that kind of thing) asks you where you're from. What do you reply?

I almost always say "from Atlanta" because basically everyone knows the city.  I was born in the city and lived within 25 miles of it my entire life but I'm not technically in the city limits.  The only time I would answer differently is if in the context of the conversation we were talking about a specific geographic region first - like what country, state or county.

If I'm talking to someone and they are non US I may reply I'm of Portuguese decent.

If I'm local I will say my city.

If I am talking to someone out of state I usually answer SoCal since the rest of the country doesn't realize there are places south of LA before you get to Mexico.  They do know of this place called San Diego, but don't realize its between LA and Mexico or that Orange County is between LA and SD.  

Sometimes I will say I live near Disneyland but that leads to discussion about LA....

 
If a comic would ask me where I am from, I would say Kentucky.  I can always use more Kentucky jokes.  

 
Similar to others, if I'm in my home province, I'll say Peterborough, if I'm in another country I'll say "Toronto" or "near Toronto", just a lot easier that way.
