You've watched too many Nike commercials. If we're basing arm strength on how far you can throw a ball, I submit there isn't a QB in NFL history who would have been able to throw it a longer distance than Russell. Vick would be up there if the category was throwing a fastball to a man 8 yards downfield, when a simple touch pass would have sufficed.

This thread isn't about on-field production. To that end, feel free to nominate someone who may be a 3rd-string QB at the moment. Russell might end up being the biggest bust in the history of the league, but you can't take his arm strength away from him.

I think throwing the ball far is a fair gauge of arm strength, but I see your point. Honestly, a QB can suffer from the lack of sufficient arm strength, but there are precious few QBs talented enough to overcome a "weak" arm and actually get consistent PT in the NFL.
