Which WR prospect for final keeper? (1 Viewer)

12 teams, 17 roster spots, .5 PPR. QB/RB/RB/WR/WR/TE/RB-WR-TE

Keeper rules: cost one round higher each year, can keep through a first round pick. Max draft round value = 10.

I'm keeping Cooper Kupp (5), Ken Walker (6) and Darren Waller (10). For my last pick, I have a host of prospects. I'm OK with holding a guy who might pan out big in the long run, as I need to replace Kupp relatively soon.

All these options would be a 10th round pick:

Terrace Marshall
Rashid Shaheed
Isaiah Hodgins
Alec Pierce
Kadarius Toney
Tyquan Thornton
Khalil Shakir

I would go with Toney. He has the biggest upside of any of those guys by a long way and it seems like that is what you are looking for. He is the easy choice under those parameters.
