It's going to be near impossible to find someone on your WW who's ceiling is even remotely close to what SD put up. If I absolutely had to take a stab though, there might be a handful of options. You would however, have to be hurting to start them in the first place.
Daniel Thomas @IND - When you think upside, Thomas may be the last player on your list. He's a plodder. He's also a plodder who will get ample opportunities at the GL. IND has surrendered 8 TDs on the ground this season, multiple TDs to both Bush and Green who also are similar runners. He easily is the best bet for a multi TD game on your WW.
Ronnie Hillman @CIN - You mentioned him and he would be a good choice. CIN has been very generous to RBs this year and if the game gets out of hand, he could see 12-15 touches quite easily. He has large enough big play ability to capitalize on those touches.
Phillip Tanner @ATL - You would absolutely need a Felix injury for this to pan out, but I figure there are better odds of Fragile Felix going down then a DST scoring two defensive TDs. ATL's interior has been exposed by similar power backs such as McGahee and ALMO this year. They've also done a good job containing shiftier backs such as Charles, Mathews and McCoy. It's a long shot, but not as long as some may think.
I guess you can call them sleepers.
