This is a bit of an apples to oranges comparison.Samuel has excelled at man coverage this year and he clearly has shown improved instincts to go along with his solid recovery speed and ball skills. But he's not the best in run support.Tillman is a perfect fit for his scheme. Very physical in underneath press coverage and does well in closing space in the intermediate zones in the Cover-2. His opportunistic style and ball skills are on par with Samuel's (yesterday's drop aside). And he's much, much better in run support than Samuel. If you need a guy you feel safe putting on an island, I'd lean toward Samuel although I can't shake the feeling that this has been a career year for him. If you want an all-around corner and don't mind a player who may have a little trouble sticking with a WR1 in man coverage down the field, Tillman's the guy.
