I don't know how cheap you could get Garcon at this pointWayne fits this nicely. I also like Garcon if you can get him cheap; RGIII can go deep. Lance Moore is interesting with no Meachem. What about Davonne Bess? Could be decent in ppr and someone needs to catch the ball in Miami, though I think Bess's ceiling is relatively low.
I just don't see it with Wayne and a rookie QB. We'll have to see where people are getting drafted. I like Boldin as a possibility. You might be able to get Colston cheap. Austin's a possibility if he slips down draft boards. Dwayne Bowe is another.
Reggie Wayne was 75/960/4 last year; that's not a #2 WR. He also was 33 years old. Indianapolis threw for 3223 yards last year. Manning's Colts threw for 3739 in his rookie year, so if Luck is as good as Manning was as a rookie, he might beat last year's passing totals. If he's not, he won't. And it's a lot more likely that he won't be as good as Manning than that he will be.Bowe was being drafted as a high #2 last year, and if he's drafted there again, he won't qualify as a cheap vet. But I could see him slipping. In early drafts he's looking like a low #2 (WR#19). Looking at early ADP, another example looks like Steve Smith who's going as WR#25, but he'll probably come up a bit.Malcolm Floyd looks like another possibility, going as WR#50 with no Vincent Jackson to contend with. Somebody's gotta catch balls from Rivers.Bowe as a cheap vet ? I dont see it. Wayne should only improve on last years numbers. Look for WRs over 31 years old in productive offenses. Deion Branch could be another (but again, TEs steal targets)
