If it was DUI, it would have been public record,

DUI just like the other times... Probably out with his buddies on a bye week and some scout from the Titans followed him and called the cops to report a drunk driver when he got in his car to leave (that's my conspiracy theory).
I doubt it was DUI b/c that would have been a public record and news would have been broke before the suspension was announced.

Can someone explain why they can restrict him from drinking? Is it part of the NFL substance abuse program?
It's thanks to the miracles of collective bargaining. The NFLPA agreed that DUIs could land players in the substance abuse program.

He's never been suspended in the NFL for DUI. His first 4 game suspension was for a missed/failed test.

Enter into program due to his history while at college - Stage 1

4 Game suspension due to missed / failed test - Stage 2

Suspended rest of the year due to missed / failed test - Stage 3

Aannnd... the NFL loses even more of my interest. Think I've only watched two games from start to finish this year. A few weekends with none at all.

Not even Goodell can hurt my interest in the slightest... Nothing short of taking their equipment away and wrapping them with flags is going to keep me from spending my Sunday watching football.

Awesome. There are plenty of people who enjoy it. But keep me updated, Im seriously interested in how many games you watch this year.

Honestly it better be coke. I just don't care if he got drunk or got high (so long as it wasn't a DUI). I don't understand why the NFL even drug tests for weed. If you get arrested for possession, then fine, you should get suspended. Otherwise who the hell cares.

You forgot his DUI between the draft and his rookie year. I think that's actually what landed him in Stage 1, not his college history.
