To be fair, their QB is terrible.It's Jacksonville hands down. They also currently rank dead last in passing offense with the fewest receptions and receiving yds in the league.

Lloyd is very good. So is Little. That's why I go Jax. Thomas, Hill, and Sims-Walker are all just so below average.St. Louis, Jacksonville, and Cleveland are all just awful. I guess Greg Little has the potential to be good and Mark Clayton is halfway decent when healthy, so I'd probably say Jacksonville. Their entire WR corps consists of players who would be lucky to make the roster of most teams.
