This is a really interesting question on several different levels.
First, for as long as she's been in the public eye, Hillary Clinton actually did very little. "First Lady" isn't really a thing, she had no legislative accomplishments as a senator, and her term as SOS was unremarkable. I'd like to think that if I had a political career handed to me like Hillary did, I would do more with it. But that's just speculation -- who knows.
Second, as BladeRunner noted, you could make this argument about any elected official, and I seriously doubt you would want to do so. I mean, Stalin accomplished a lot . . .
Finally, I think there are lots of average people who have more of a net positive impact on society than the typical politician. I don't want to compare me personally to Hillary specifically because I don't pretend to know every detail of her life. But it's easy to imagine a physician, for example, being a bigger lifetime contributor than a legislator, especially if the legislator helps enact policies that are bad overall.
